It seems that SItra is not making any investments in IT anymore. They got bad experience earlier and somebody decided silently that they will not do it anymore. Some people do not admit this internally, while some of them admit that "One guy manages the Nokia shares to get the money, rest of us are just spending it".

Sitra people want to help and the organisation offers some great loans schemes for companies that have already raised money, but they are quite slow and do not have a very good understanding of international capital and the technology markets. The existence of Sitra is not in itself a reason to capitalise your company in Finland - there is not enough value add relative to the time they consume.

Sitra distorts the private market by many vehicles. It invests to other funds, does direct investments, and also runs several seed/pre-seed & angel matching activities.
It's personnel are bureaucrats which means in practise that they can be unpredictable and slow.
